Le site du concours est situ\u00e9 dans le Tiergarten au sud du Palais Bellevue et \u00e0 l’extr\u00e9mit\u00e9 ouest d’une zone d’implantation du nouveau quartier gouvernemental Spreebogen. Le programme pr\u00e9voit un b\u00e2timent de bureaux pour les services du Pr\u00e9sident F\u00e9d\u00e9ral. Une grande importance est donn\u00e9e \u00e0 l’int\u00e9gration du nouveau b\u00e2timent au paysage du parc et au respect des panoramas du Palais Bellevue. Une attention particuli\u00e8re est \u00e9galement port\u00e9e aux crit\u00e8res techniques de protection de l’environnement, notamment \u00e0 l’utilisation de m\u00e9thodes \u00ab\u00a0passives\u00a0\u00bb de contr\u00f4le climatique du b\u00e2timent. Le projet est en forme de talus plant\u00e9. Celui-ci est d\u00e9croissant dans toute sa longueur. Son orientation vers le sud prot\u00e8ge le b\u00e2timent des variations extr\u00eames de temp\u00e9rature. La masse du toit sert de r\u00e9servoir d’\u00e9nergie chaude et froide. Les fa\u00e7ades vitr\u00e9es des bureaux donnent vers le nord et le Palais limitant ainsi les apports solaires d\u00e9rangeants. Les \u00e9l\u00e9ments du programme ne n\u00e9cessitant pas de lumi\u00e8re naturelle se situent au coeur de la coupe. Le Secr\u00e9tariat d’Etat et les bureaux du Pr\u00e9sident sortant sont h\u00e9berg\u00e9s dans un b\u00e2timent \u00e0 part, marquant l’entr\u00e9e principale du projet qui se trouve \u00e0 la charni\u00e8re entre le Palais et la nouvelle extension.<\/span><\/span><\/p>\n
